Message of CAQA Chairman
The
Council of Accreditation and Quality Assurance of Higher Education is the body responsible
for the affairs of quality assurance and academic accreditation in Higher Education
institutions in the Republic of Yemen. It seeks to improve the quality of
Higher Education and ensure its quality by assisting Yemeni Higher Education
institutions implement quality assurance mechanisms and achieve academic
accreditation standards. Therefore, since its establishment, CAQA has been keen
to maintain an active role in providing technical support to Higher Education
institutions to establish national standards, documents, guides and forms, and has
recently worked on preparing the quality system as a standard to be applied in
Yemeni universities in a unified manner, as well as verifying the readiness of
the Higher Education institution for academic accreditation. This means all
Higher Education institutions must have comprehensive and effective internal
quality assurance systems, since they are responsible for the quality of their
educational programs as well as for the quality of all their facilities and
activities in practice. The principle of institutional responsibility includes
that the assistance provided by the Council of Accreditation can have a
significant role in assisting these institutions in planning and presenting
strategies for the development process, and in evaluating and publishing the
progress reports they have achieved. Yet this assistance does not absolve
institutions from their own responsibilities, with the fact that any external
agency or organization can provide assistance, but cannot provide quality.
To
achieve this technical mission, CAQA prepares the necessary guide that helps
educational institutions to establish effective quality systems that help them
follow the necessary steps to apply for and obtain academic accreditation,
first of which is the "Guide to Quality Assurance Systems for Higher
Education Institutions", to enable these institutions provide the
necessary requirements for ensuring the quality of education and for academic
accreditation. The benefit of this guide is to assist Higher Education
institutions wishing to apply for accreditation of the Council. The guide
includes sufficient and accurate information related to the general framework
of the quality assurance system, with its inputs, processes and outputs. This develops
through the procedures for establishing a quality system as the cornerstone on which
the different stages of the self-evaluation process and academic accreditation
are built, in accordance with the standards of the Council of Accreditation.
This
guide is characterized by its comprehensiveness and its urgent importance for
educational institutions and their stakeholders, whether government or private,
and other sectors related to and interested in issues of Higher Education
development in Yemen.
The
current leadership of CAQA appreciates all the efforts made by the previous
leaders of the Council and the qualifications of the leadership of Prof. Dr.
Abdul Latif Haider, the founder expert of this Council and the first architect
of its standard structure
The
Council of Accreditation cannot but extend its sincere thanks and great
appreciation to all the experts who contributed to this great work, and took
upon themselves the responsibility of designing, preparing and producing this
guide as one of the national mission aspects that seek to develop Higher
Education institutions in preparation for obtaining academic accreditation. We
particularly thank the team of experts and advisors who prepared this guide.
We
also extend our thanks and appreciation to the members of the Council for their
distinguished efforts in reviewing and their continuous support during the
stages of preparing this guide.
In
this regard, the Council would like also to extend its sincere thanks and
appreciation for the unlimited support that the Council received from His
Excellency the Minister of Higher Education, to achieve CAQA mission and assume
the responsibilities in the process of developing Higher Education, especially
in this exceptional stage that the country is going through.
Finally,
the Council urges Higher Education institutions to make use of this guide and
provide the necessary requirements for its application.
